If the Metastable Peace framework fails, the system enters the state-transition model of Herman Kahn's 44-rung ladder. Each threshold represents a discrete state with increasing negative payoffs and decreasing reversibility.

The conflict begins with official complaints and low-level harassment. In game-theoretic terms for Frontier Models, these are signals intended to communicate resolve without committing significant compute resources. Examples include trade restrictions on niche hardware or diplomatic censures regarding data scraping.
Actors begin explicitly demonstrating capabilities to enforce deterrence. This involves significant financial and compute allocation. For AI models, this resembles cyber probes, intentional manipulation of open-source datasets (poisoning), and public demonstrations of dual-use models capable of bypassing standard safeguards.
The "Burn Bridges" threshold is crossed. Mutual coupling drops near zero.
